Service Plan

A well-planned, high-quality place to live, work, learn, play, and invest—guided by the District’s adopted Service Plan.

Service Plan

A well-planned, high-quality place to live, work, learn, play, and invest. In creating a management district, property owners seek to:

  • Organize themselves to pursue a common vision.
  • Attract necessary government and private capital investment, services, and improvements—and supplement them where needed.
  • Render continuous, focused, professional management of the area’s needs.
  • Provide a funding mechanism that allows all property owners to share costs equitably.
  • Maintain the District and surrounding areas as a premier place to work, live, and invest.

The District’s Board of Directors pursues these goals through programs and projects outlined in our service plan. Projects for the first ten years focus on four areas:

  • Mobility and Transportation
  • Environmental and Urban Design
  • Public Safety
  • Business Development

Quick Answers About the Service Plan

Answers about the district’s service plan and how it is funded.

The Service Plan is a state-required document that defines the District’s scope, services, and funding for a fixed period. It is adopted by the Board of Directors and approved by the City of Houston.
The Plan prioritizes (1) Mobility and Transportation, (2) Environmental and Urban Design, (3) Public Safety, and (4) Business Development. Each area has its own programs, partnerships, and capital projects.
The full Service Plan is reviewed and renewed periodically. Amendments may be adopted between renewals as community priorities evolve. The most current version is always available in our document library.
The Plan is drafted by District staff with input from the Board of Directors, property owners, and community stakeholders. Final adoption requires both Board approval and City of Houston concurrence.
Past Service Plans and amendments are archived in our document library. If you need a version that isn’t available online, contact our office and we can assist with the request.
